With the new spending allowance approved this year by the NCAA's five most powerful conferences, their member colleges may now subsidize athletes' cost of attendance beyond the basic expenses of tuition, fees, room and board, and books. For years colleges have estimated the cost per student of those "other expenses" and reported that figure to the Department of Education.
