Much of Detroit's biggest long-term debt will be nearly unaffected by bankruptcy. The $5.8 billion owed for the water and sewer department will be paid in full, as required by bankruptcy law. But Emergency Manager Kevyn Orr is calling for steep cuts in other bond funds. Recovery amounts are in percentages. (No recovery amount has been suggested for another $1.4 billion in pension bonds.)
