In the 2012-13 academic year, the U. of North Carolina system pulled about $180-million in need-based financial-aid awards from its tuition revenue. Resident undergraduates came out best in the deal: They accounted for less than half of the tuition revenue put toward need-based aid, but they received about two-thirds of the award money.
